I would not recommend using that procedure unless the kick down switch is in anjustmemnt and the carb is not going to WOT meaning the cable is stretched. You much check the switch adjustment prior to using this procedure.
Usually I have found that the rod is bent and needs to be returned to its original designed position by bending it up.
The method shown will work if the cable is stretched but NOT if the rod was bent. The rod usually get bent because someone in the past pressed extremely hard (too hard) on the pedal. Since I have found many of these bent and have never seen a stretched cable, I suggest the mentioned procedure is the exception rather than the rule when fixing this problem.

Gene's method worked for me as the cable was stretched and the rod was OK. The kick down also works but I'm going to unplug it since it is somewhat unpredictable and is causing undue stress on the transmission at times. I would rather bring it into 2nd gently as the shift kit makes for two hard a shift in kick down.
Also I found with the carburetor I had to back off to 1/2 turn on the secondary preload spring adjustment rather then 3/4 turn as the best the secondary throttle plates would open at wot was 1/4 open with the preload at 1/2 a turn it is opening 3/4 of the way. I am sure the fact that I am at 5,000 ft elevation is the reason for this correction.

I'm glad to hear that the lead shot worked in your case. Yours is the first GMC that I have heard of that really had the cable stretched rather than the rod bent. It is a good fix for that situation.
I have probably fixed at least 20 GMCs at rallies that had bent rods. So that was my caution to not use this fix when the rod is bent. It only takes take a minute to check it out for sure and if the rod is bent it only take another minute to pull on it and fix it.
BTW, I recently did a similar thing to the hood release cable on my Blazer. It was stretched enough that it occasionally would not unlatch. I used a nut that I cut a slot in to slide over the cable. Then I squeezed the nut closed with a set of vice grips. The fix works well.
