Interesting. I went through the California allowed aftermarket parts database at:
http://www.arb.ca.gov/msprog/aftermkt/devices/amquery.php
IF the modification in question has an Executive Order (EO) allowing it for the specific year and engine, then it's OK.
Howell, Holley, Edelbrock, etc, all have these for their fuel injection systems. Unfortunately, not for our particular use. :-(
Makes me wonder how hard it is for them to get this certification, and what we'd have to do to convince them...

It is very difficult and very costly to get CARB to cert a system.
Jim K. went through this a few years ago and it wasn't worth the
hassle. The CARB, like the EPA, operate completely autonomously, they
answer to no one and behave accordingly. The EPA has just decided
that AZ needs more emission controls so most of us are just waiting
for the explosion. How come it's always about money? Maybe it 's
possible to buy clean air if you have enough of it.

Oh don't get me started on the inane stupidity that is SOP for CARB. The 8 people on the CARB board who draft and come up with most of this inane garbage which has negligible effect on emissions, are not even auto mechanics, much less engineers or someone who might actually understand something about cars. most are in fact political hacks who have gotten themselves appointed to CARB because they knew someone. they have the power to make all our lives miserable, and theiy just shelved a plan to make sure everyone had to inflate their tires, or risk a 1000 dollar fine and 6 months in jail! but only after a local talk radio show
(John and Ken) exposed their Dr. Evil like plan to extort more money from the motoring public.
A good examble of this stupidity, if you replace your engine with one slightly older then your car, even if its the same freaking model, its not allowed, they will make you replace it. any aftermarket performance part has to have a CARB EO on it, which generally means the manufacturer or vendor wishing to sell it for use in CA must first pay an insane amount of money, I think about 200k to 1 mil for testing and approval. When they tried to bring E-85 to CA, CARB had to recertify gas pumps for E-85 though it can be dispensed from normal pumps with no problem, and stations wanting to sell E-85 had to pay upwards of 200 to 300k to CARB.
on one of my mustangs I gotta go to a guy who knows a guy, because of the mods I made to the car, will not pass a visual inspection at smog because of the use of non CARB approved items. however once on the rollers the car meets its emissions goals and is cleaner then some newer models.
CARB is about 2 things, POWER, and MONEY! plain and simple. Commons sense would dictate if you modify your engine, you should be allowed to do whatever you want as long as the car still passes a reasonable emissions standard.
good news is though if you own a 1975 or older vehicle, you can tell CARB to F@*k off because you dont have to smog the vehicle anymore
