To answer your questions: with the key in the "on" position (engine off), there's 12+ volts at the Inst/Tran fuse holder,
the other gauges are on, but the alternator light is NOT on.
With the key in Accessory, the alternator light is on, the other gauges are off, and
I read about 1.5 volts at the fuse holder.
Very strange. More investigation for sure.
