Don't bother with lock nuts; they'll just be an unneeded hassle and might
interfere with adjustment. When the rounded end of the bolt is seated in
the socket of the pork chop there's too much surface area engaged for the
bolt to back out spontaneously.
I don't think it's very unusual for the bolt to be backed out far enough for
the pork chop to rest on the nut plate; I've seen it several times at Bean
Station and even on one of my coaches.
You're probably right about the PO and the large OD tires; he may have even
left the bolt out after it became disengaged from the PC..
