Larry, it should be the circular metal ring with a rubber lip/seal on the inside of the ring. You press it into the frame side of the hub. When you reinstall the hub/brakes the seal goes around the spindle to keep water out of the bearings, and to keep the grease in the hub. Dave Lenzi has a tool to press the seal in place. you don’t want the seal to be pressed in completely flush with the end of the hub.
