Since you note oil n crud everywhere, I'd pull the starter off, carefully disassemble, and clean and (lightly) regrease the bendix. While it's off, use your trusty meter to see if the solenoid relay is stuck closed. Report back.

Good advice. That's exactly what I did when mine got stuck on. Disassembled and cleaned the bendix solenoid assembly. Worked properly after that.
