The heavy Crude needs a specific kind type of refinery. BP spent several billion and several years modernizing Whiting, IN to handle just that. The other refinery capable of this is Texas City which also can do crude oil from Venezuela. Tight now Whiting is throttled down due to lack of crude coming from Western Canada. The crude they are getting is coming in by rail with higher transportation costs. They have the capability but not the product to refine. You should see the long trains tank cars moving through this area on the railroads.
