I can tell you about a failed electric installation that I did on an owners boat at his insistence.
It drew all 30Amps that marine powers have, and it could not make the tank water warm enough for a shower, wash hands - Maybe.....
About the time that you got the flow low enough to make the water notably warm, it would shut down.
