One way that should work is to get a long bolt that will just slide into the broken stub head first. Then the head of the bolt can be caught on the inside of the tube. Clamp on a vice-grip and hammer up on it.
When you have it part way up you can then slide a larger bolt into the tube and clamp it down with the vice grip and hammer it up to remove the stub.
