My father ran a mil-spec job shop for about 25 years. Back in the elephant jokes days, one of his favorites was "What is an Elephant?"
Answer = It is a Mil-Spec mouse.

There is a lot involved in the Military Materials Acquisition standards so they are not something you can stick-on. There are all kinds of things you would not think of in this. For many things, it starts with material traceability.

I could go on (and on and on....) But I will cut it off here by giving my personal opinion (after reading this stuff for years) that it would not be possible for anybody to take an "off the shelf" 27SI and rework it to comply with the appropriate military standards.
