Many of the smaller 110v tankless heaters do not heat to a set temp, they actually just provide a fixed temp rise of the incoming water. We installed a 5000w 220v tankless at my employer for washing hands. During the winter it was barely able to take the chill off the city water. Keep in mind that montreal city water can get down to 40°F in the winter, and never gets above 60°F in the summer.

I believe it was rated at something like 40°F rise at 0.5gpm. A faucet wide open flows quite a bit more than that, and if we throttled the flow to get warmer water, the flow switch would often trip, shutting the element off. We eventually swapped the tankless for a 5gal water heater.
