I rarely would disagree with JimK, but here I have to.
That tank (I do not know for a fact) is probably polyethylene (PE)or polypropylene (PP) and it is real tough to make anything stick to either.
For the small hole in the gray tank, just get a stainless steel sheet metal screw and put it in the hole.

For filters, most of us use WIX 51258 <Look up 76 Toronado. Anything but Fram.
Oil - That has been a source of discussion (read fist fight) here for a while.
I like the 15-50 Mobil 1 (23$/5 qt at Walmart)
Rotela is also good, and many have used that with no issues.

It takes a pry bar of some kind to tighten the belts.
