When I did ours, I drilled the arm with a HF step drill until the 3/4 size just went into the wiper arm cast aluminum base mounting hole 1/8" - no more. That provided the correct size and taper in the hole. The arm then sat proud just a little, so that when the securing nut was tightened, it forced the arm down on the splined wiper arm shaft, and cut the splines into the arm.
