Also, the 110V conduit terminates in midair with only two wires running from it to the heater - the GM wiring diagram shows three wires in the stock configuration: WHT, GRN (GRD), and BLK. Welcome to posting on the site (I know you've been 'lurking' for some time)

I just went out and looked at my water heater. I have never paid any attention to it before besides changing the engine heat hoses, but I didn't see a pan under mine either. It has a galvanized sheet metal enclosure around it. Also, mine DOES have a ground wire attached to it. The hot, neutral, and ground are all sticking out of the side and have wire nuts on them. I'm guessing they should be in a box or enclosure, but they are not in an area that needs servicing very often, and seem to be safe, so I'll address that at my leisure.
