Pin 11 is battery voltage and pin 9 is ignition power. Jumpering 11 to 9 supplies power to the ignition coil, fuel pump relay and fuel solenoid (if it has one). There could be 3-4 amps through your jumper without the engine running. If you have just little electronic jumper wires, they can get hot because of the small wire size. But you should hear the fuel relay pull in and the fuel pump start running as soon as you hook up the jumper.
If you don't hear the fuel pump run, troubleshoot that first.
I got one running doing the same thing at the Heritage Cruisers rally last week. It was just the fuse holder clips were badly corroded.
