Seems to me that the hot setup would be to create a 'hatch' in the vertical portion of the first step. A 'Z' shaped flange that was screwed around the perimeter of the opening. The back side of the Z could support the plywood 'hatch' and include a few nutzerts for fastening the hatch in place. Obviously, you would want some weatherstripping on the back side of the hatch to keep road spray out of the interior.

The whole thing could be upholstered and trimmed in the same material as the engine hatch.
