While I would love to find a way to do an off frame restoration and completely blast, prime, and seal my frame, it is not in the financial cards. I know that there are paints/chemicals that claim to combine with the rust leaving a finish ready for paint. I believe one of them is called Marhyde One Step or something like that.

What do folks consider the best way to treat the rusty frame?

I've used POR-15 and had good results on my classic cars.
