So I figured it out. Wasn't sure during the test, but 2500 RPM seemed awfully high for 38MPH, even with a few MPH error. I drove the coach today at 35-40 MPH indicated and RPM's were closer to 1500 RPM, about what I expected.
Either the numb-nuts who was driving my coach on the dyno with his hands off the wheel "Hey you have really good alignment" put it in "S" or the rollers don't load the coach enough to cause the coach to shift into 3rd, so it isn't really a real "cruise" test.
I'm going back today with 20 gal of fresh gas in the tank Heated up to full operating temp (may not have been the other day) and talk to the manager about the problem, hope to get a second free retest, and tell the kid to go faster than 38 until it shifts into 3rd. If it Doesn't, I'll tell the kid to stop and get the station manager.
Time to make a chart of the RPM/MPH for the 3:50+3.21:1.

Thrash the crap out of it on the way down there. "Blow the carbon out" That's what I generally try to do. I don't know if it actually helps, but it makes me feel better.
