I am assuming the numbers in the pitcure match the numbers below:

-- Has it ever ran with this pump? As it is square I assume it is NOT an Onan pump. Is there a filter on the suction side of the pump? These little square pumps are easy to install backwards and do not work that way.

-- Looks dry... as in no fuel. This area should be under pressure when operating correctly. Make sure it seals "really good."

-- The engine is cold and you are trying to start. it should go fully closed when cranking and half closed when not cranking. remember that this engine starts with full-open throttle.

What I would do:

I know many do not like using starting fluid, but I use it to divide, the problem in half. I disconnect the breather hose (between 2 and 3 in your picture) and spray a SMALL amount into the intake side of the carb. Then crank. If the motor fires I know that the "electrical" side is working and move on to the "fuel" side of the problem.

Let us know what you find. (With the dry hose, I suspect you have a problem on the fuel side. look into a small fuel can... something like a outboard motor boat tank would be best.)
