Do you mean 5 and 9? I jump them and hear the pump or at least a rapid clicking just above the circuit board. Nothing coming out of the hose. The hose itself seems uninstructed, so maybe it is an air leak somewhere. From the fuel tank to the genny is all new.

I believe the choke is closed by rotating it counter clockwise and you can play with that a bit but yiou should have fuel spurting out of the hose end number 2. I wouldn't fool with the throttle. I'm guessing your input to the fuel pump is restricted or sucking air--it's not visible in your picture. That line runs from the fuel pump, down through a fitting in the floor or bottom of the the metal housing that is bolted to the frame. From there it goes to the fuel tank. I would look all of that over closely. Can you hear the pump clicking?
