Sure sounds like lack of fuel. The number 3 on your picture is the input to the carburetor so you shouldn't expect suction but rather some pressure. I believe the choke is closed by rotating it counter clockwise and you can play with that a bit but yiou should have fuel spurting out of the hose end number 2. I wouldn't fool with the throttle. I'm guessing your input to the fuel pump is restricted or sucking air--it's not visible in your picture. That line runs from the fuel pump, down through a fitting in the floor or bottom of the the metal housing that is bolted to the frame. From there it goes to the fuel tank. I would look all of that over closely. Can you hear the pump clicking?
