Voltages between 5 and 1, 8 and 1 and 10 and 1 all seem to be OK. I
disconnected the fuel line at the filter and it is all dry. So, I assume
it just isn't sucking in gas. I've uploaded a picture and have some
questions.

1. New fuel pump.
2. End of fuel line. Has the start of some splitting but it looks like
it is holding a seal - I'll replace it anyway.
3. Connection into the filter. Holding my finger over this, there is no
suction at all when cranking.
4. Choke? What position is full choke, should I be dinking with this
when trying to start?
5. Throttle. When I push this, the motor cranks faster but still doesn't
catch.
