On the bottom, on the inside there is a slot, about 1.25"

I can't make out whatss's behind it but it's not a start wheel.

On the top there is a small nut, 3/8ths? I loosened it but it does not appear to have anything to do with loosining the brakes.

I'll try the Revcon forum but they take DAYS to come up with a meaningful answer.
