My 75 Palm beach has the fresh water fill in the propane compartment, and the city water connection is on the driver's side by the electrical hookup. The fresh water filler is just under the hinge at the back of the compartment, and does work OK.

As it's dependant on gravity to fill the fresh water tank, it needs to be mounted high up in the compartment. My old one also had a hose connector on the fresh water filler, so that would allow another option for filling the tank. I don't think there's any magic to the location of the filler.
