pretty strange, the coach ran fine but when i bumped the distributor in the course of removing the manifold, it moved.

Underneath where the clamp should have been there is just a barely visible remnant of a broken stud.

I'm not optimistic about an EZ-out. I think i want to drill through and tap a new hole.

What's on the other side of the stud? bell housing?

If i keep a vaccum on the drilling operation can i risk a few chips going into the hole?

Dave,
The bolt that goes through the hold down is short, about 1/2" of
threads are in the block. If the intake is off the best you can do is
lay a rag in the lifter valley, keep it tight against the sides where
chips could end up, stuff a rag tightly into the dist shaft hole.
Drill it out, retap and you're done. A vacuum does a good job
cleaning chips up even when they are covered with oil. It's hard to
imagine anyone breaking that bolt. It just doesn't need to be that
tight. A nut and stud are a good way to go.

Put a lot of grease on the drill bit and chips will stick to it. As you are drilling clean it and regrease it.

Dave,

Read this carefully.
GM distributor clamp studs are not an uncommon failure. They were a soft stud and not likely to damage the threads in the block. I bet you can save it IF:

Protect the engine from falling chips, use rags and grease to great abandon.
Flatten the surface of the stud so you can seen the center.
Punch the center.
Drill a small (like 1/8) hole through the stud.
Try a small EZ-out (might as well, could save next steps)
(Remove the EX-out if you have to go on.)
Heat the boss the stud is in with a heat gun (preferred) or torch. Try to put heat on the stud if you can. Get it as hot as you dare.
Pour on Power Steering Fluid or AFT. (A pump oil can is good for this.) If it does not smoke, you did not get it hot enough.
When it cools, try the EZ-Out again.
I bet it works now.

The PSF or AFT will wick into the hot joint as the heat has crushed the corrosion scale that formed there.

Just don't break the EZOut.
They are tool steel hard and very difficult to drill out.

IF you are going to drill, look up a left hand drill, sometimes the drill will grab and the stub will spin out.
