The VW Cabrio, like most cars in recent decades has 6" of foam between the plastic cover and any metal sufficient to attach a tow bar bracket.

I could run it without the bumper cover but that would be ugly.

I'm thinking some kind of sleeve (pipe?) to carry the bolts through the foam. But before I re-engineer this I thought someone might have a better, more elegant solution?

I would look at the Blue Ox web site and see what they say about putting one of their base plates on it. They had pretty complete instructions for the 2000 Chevy Tracker - which included removing the grill, plastic bumper cover and the metal bumper underneath.
