Howdy;
I have put up a pdf file on the photo site of the parts list for the governors in the THM 425 tranny. Follow the tag code for each tranny, for the vehicle it was used in. You will note the differences in the parts list of weights and springs. Most of the governors I have looked at have a tan colored spring for one weight,light tension, and a purple spring for the other weight, heavier tension. These changes must have been for shift point mph changes and line pressure changes in conjunction with the modulator.
I am about to do some experimenting with changing the weight of the weights, probably by drilling a hole in them, to see if I can raise the mph shift points. This should also be able to be done with the spring tensions, or a combination of the two.
