I have pored over the wiring diagrams to no avail.

At the front of the head on the 403, near cylinder #2, there is a sensor or
control with two wires and a vacuum-hose sized port. the port seems to have
been enclosed in a foam filter, but only remnants remain.

What is it?
Is there a vacuum connection or is the port to be left open to the ambient
air?
If the filter needs to be replaced is the part available or shall I just
cannibalize some open cell foam filter?
