We used to have an older(early 80's) Honda Civic wagon that had a module that only allowed the fuel pump to work while the engine was running. It hooked to the ignition and varied the fuel pump speed according to engine RPM, thereby keeping the pressure to the CVCC carb down. It would be just what the doctor ordered for us. The pump never ran at full speed that I know of, so there was plenty of flow to spare when needed. It used an electric pump with a diaphragm. I wore the car out(over 300k miles & never had a single problem with it. It blew a water hose & overheated, warping the head. An acquaintance of mine bought it & put a rebuilt motor in it & is driving it to this day with the same fuel pump and pump modulator it came with new.
