how safe are the swivel bases for seat belts enclosed in the seats?

The swiveling top section of my bases (the part that attaches to the seat)
are connected to the stationary bases with a single 1/2 inch bolt and nut.
No way I'd trust that bolt to keep me from sailing through the windshield.

I wouldn't even trust seat mounted belts on non-swivel seats. GM designed
the original coach with belts mounted to the primary structure. There was a
reason for that. Possibly because they didn't see the seat mounting
structure as suitable for the restraints. Relying on belts attached to
seats that are held in place with bolts through the plywood floor strikes me
as "living on the edge".

And of course one must not forget the lawyers. Never forget the lawyers.
Should your passenger be injured in an accident 'cause the belt, passenger
and seat went through the windshieldand, you're headed for a world of hurt
should a snarky lawyer get involved. "You mean to tell the court that you
removed the factory belts and replaced them with belts mounted on some
aftermarket seats? Was that a DOT approved installation? No. Oh that's
going to be very expensive." And that liability doesn't go away even when
you sell your coach.
