From a quick look at the pics, there are some interesting ideas. I'll have to take a closer look at the pictures when I have more time.
But... what is up with the refer door?

IIRC, and as shown in the manual, on the early coaches the power level valves were optional. Maybe this is one of the rare ones without the power level valves. (All coaches had auto level valves in the wheel wells).

Those coaches without the power level option had the area where the valves were mounted covered with a block off plate. This dash looks very "non stock".
