I had a fairly ugly bumper and I'm doing a "novel" paint job so I was looking to change the chrome to black. I used Rustoleum bedliner. It's not as thick as some bedliners and appears to stay on and resist scratches very well. It was a little harder to spray on (I used the spray but it does come in a liquid too) than regular spray paint in that it's heavy and the can nozzle really pours it out. I had the bumpers off and layed them pointing up which kept the sagging to a minimum.
The finish is a matte black with some texture but not at all blobby.
The Co-Pilot says it looks "tough".
