When I had the front sheet metal that covers the outside of flywheel off, I rotated flywheel and heard a rubbing noise. Removed flywheel and saw a spot that had the painting worn off. Bent area in, installed flywheel ,and the rubbing noise went away. Installed guarding and front cover. Cycled starter and all was good. Onan fired up after a couple of seconds.
