should go power steering belt, then alternator belt, and last one is A/c. think I remember correctly...

This is somewhat model year dependent and may be very different with a 403. With the earlier coaches, you can change out the alternator belt without removing the power steering belt, but you will have to unload the the A/C belt. If it is a horse collar shroud, you may not be able to get a belt over the fan blade. As such, the easy answer is start by letting the fan clutch loose and parking it the radiator. Then all the belts are loose.
If you have a 23 with a big house bank, you get used to doing this.
