I had the same issue with our 78 Royale. I made an 1/8-inch thick shim. ( You may need more. ) And installed that shim behind the striker pin plate. It will now go to the second lock position. With my little finger.

I was finding that just as the door was touching the lock pin. The door would start to move to the left. So, I thought that one of the hinges were binding. Or the door was coming in contact with the door jam. Moving a piece of paper in the right door jam. Confirmed that that there was clearance. That meant that the door latch pin. Was pulling the door at closing. to the left. Thus, the shim. As listed below. Problem solved.
The door hinges can be adjusted. I did that to decrease the door gap to the jam.

When I removed my hard-pin striker to take it to the machinist as a model,
I discovered that it also has marks on the underside of the flange on the
pin. I'll increase the shim thickness when I reinstall it. Because my
door closes so nicely, I suspect my contact only occurs dynamically, not
when parked & open/closing the door.
