I think it is pretty common for those to leak during the process of turning them on and off. They don't seem to leak when all the way on, or all the way off. I guess if yours does, you should replace it or have a propane dealer replace it for you.

As Carl says the LP valve does have a tendency to leak slightly when turning it on or off. It should be only in the fully open position or the fully closed position. The stops at either end act as seals for the shaft. If it leaks at either stop then you should have it replaced by an approved LP service/filling station.

If it leaks with the valve fully open I would open the windows and run the gas heater and stove top till the propane is used up unless the outside air temp is too hot. When the tank is empty replace the valve. You may need to have the air purged out when it is refilled. If you don’t feel comfortable emptying the tank a propane service company should be able to do it for you for a price.

There are rebuild kits available for the valve, ask your propane dealer. There is also a tool for removing the valve without damage - it's brass and will deform if it's really tight and you use a regular wrench on it. Ask me how I know this. The new valve from Blossman Gas was #$35, the kit would have been under ten.
