Is it possible to replace the power steering and alternator belts without
removing the radiator?

Yes and in my experience you don't need to remove the shroud either.
You can work the belt around the fan one blade at a time until it's over and then you're good go go.

What Justin said.

The big work that causes the most curse words is dealing with loosening and tightening up the power steering pump. Oem A/C is also kinda a pain. But never had to take fan shrouds off or remove radiators to change belts.

Some day I'll show up at a rally and show you how change belts without
moving the shroud or loosening any attachment like the A/C, alternator, or
power steering.
I tried to write up a description of the process many years ago but no one
seemed too excited..lol Before I discovered I had the alternator out of
alignment with the rest of the pulleys on one of my trips to NM, I changed
a total of 3 belts on the side of the road. One was supervised by a Trooper
who spent a lot of time scratching his head lol

After reading one of your postings here on the procedure, I decided to try it when I changed to 1/2" belts. It worked great.

No ONE PERSON designed the power steering pump and bracket assembly. It is
a mixture of pieces gleaned from the assembly line spare parts bin. It,
combined with the power window wiper hoses is a P.I.T.A. Don't ever take an
assembly off and leave it set for a couple of days. Pieces will wander off
searching for familiar friends. Finding none, they roll under work benches
and hide out, never to be found. (Grin)
