Bob,
There is no correct answer, but it depends on the Glass installer.
The gasket will go over the coating or coating up to the glass and uring a
coating to seal the edge.
I prefer the second . We do that for our customers that way.

Who is doing the tinting and window installation?
If not you, I'd ask the installer and the tinter.
I did mine with limo tint while installed, it's definitely possible, just a hard one.
If after install you have to cut back the seal so you don't have a little sliver of daylight between the tint and the seal

Our installer that does the GMC windshields prefers to have the tinting done after window installation. He said he prefers it that way because then he is not responsible for the tint if it peels or gets scratched during installation. He also does not do the tinting. He as a shop next door that does it.
I would prefer to have it tinted before installation.

On mine...the Flat Rear Window glass, I put two layers of tint one on top
of the other, on the glass before I installed it myself. Put rubber seal
over glass edge and using the thin rope method, install outer seal with
grove facing inward. Rope and myself inside with a friend outside keeping
the window from dropping.
It's not rocket science and no scratches .
I then gave my Weed Wacker a 30 day time out for throwing rocks at my GMC..
