In 1991 I put a an Edlebrock intake manifold and torquer cam, headers and 3" exhaust and Holly FI on my 78 Royale with 403. The difference was amazing. No more vapor lock, great throttle response. Had to build a 2-3" dog house. Installed a low profile scoop and remote 4" filter. The following year they offer O2 feedback that I promptly installed. Had original 3:08 gears. Got as good a 11 mpg on flat runs.

Miguel Mendez of MGM GMC will tell you that he he get just as good milage
with our 3.70 on his and his customers 403 engines and also improves
performance.
Also Jim Hupy gets comparable milage and performance.
One need to look at the torque curve to see why the lower can give the
advantage and the increase in aerodynamic drag .
