I replaced a leaking wheel cylinder on the front rear wheel and now can't
get the drum back on. I have the emergency brake off and I've backed off
the adjustment gear on the bottom. What did I miss?

It's about 1/8" too big for the drum to fit over the pads.

Your self adjusting screw is installed wrong, look on page 5-24 of your maintenance manual figure 29

your lower adjuster is for sure not in the right place.

Be sure to set your bearing preload exactly like the MM. The post on how to do it is trending recent as I bought up the topic last week.
