From my international agreements course about 60 years ago, I do remember that as being the first international postal union agreement established in 1874. The sending company sets, charges and got to keep the postage. But, I am sure that today, the UN now probably controls such.

Without knowing the legal details, I've long known that the arrangement,
whatever it is, is a big rip-off for the USA, especially vs China. I have,
far too often, ordered (GMC) items of some value from China for which the
delivered cost is less than postage alone would be if purchased from a US
source. 'TAin't right!
