The quietest shop vacs made are the Festool (German) units called dust extractors. They are also variable speed, have HEPA filtration and auto start by anything you plug into the vac.

I have six or so in my studio and wouldn’t change them for any other brand. Yup, they are expensive but you definitely get what you pay for.

Normal disclosures, no financial interest, etc. Yes, I have been paid by them to write many of their English language booklets and manuals which you can download for free off of my web site or from the Festool web sites in English speaking countries.

I speak from my experience as well as that of many Kuvasz breeders and owners. Pretty much all of whom end up with a Shop Vac eventually, because
nothing else survives. The hair is just fine enough to pass seals and the like, and strong enough to jam up even the best motors. Roller brush
bushings and drives fail in days or weeks.
An added benefit - with the shop vac you don't have to buy a blower for grooming - it has enough blast at the output to dry the dog and blow out his
coat. I would pay a little extra if they would make one that's a little quieter...
