Morning,

my front right hub cap loves to wiggle loose and roll around in the
wheel cap. All tries so far to fix it have failed.

It has been told to me, that I can safely forgo the hub cap. Is that
true? SWMBO doesn't like the clonking noise when we pull in someplace ;)

As long as the innder cap is on and tight, you won't compromise the bearings and spindle. However, you should be able to expand the dust cap such that it stays put. If the inner cap ios not fully seated, or is too tall, it will hit the dust cap and push it off.

Yes, you can go without the cap as there is little chance for particulates
and moisture to get past the tight Nut and flat washer.
