Not to be a downer, but without PWM those are likely going to kill the life of your LED's.
If they dim by lowering voltage (as it says they do) the current is going to increase to compensate and your going to end up burning out your led's in short order.
This method works for 110V bulbs, but not for LED's. Unless you're running them from a constant current driver.
PWM switches power on and off at high frequency dimming the light while keeping the voltage and current the same.
I could be wrong of course.
