John,
It sounds like a loose wire or restricted cable.
Check the connector tach sensor connector at the distributor , also the wires leading from the speedometer sensor and brake switch.
Does the resume function work ? If not, that would indicate a power lead problem.
Make sure both the Throttle cable and Rosterra cable move freely through the full range of travel.
When in the idle position, the Rosterra shoul only have 1/8" of slack, if thee is more, try to shorten it up.
