G'day
Microsoft's Photo Editor has rudimentary photo editing capabilities as noted below and is EXTREMELY simple and user friendly.
It can be downloaded here:
http://microsoft-office-picture-manager.apponic.com/
It has the following photo editing capabilities:
1) Auto Correct (automatically correct brightness, contrast, and color)
2) Brightness & Contrast (manually correct brightness, contrast, and color)
3) Crop (manually crop blank areas around photos)
4) Rotate & Flip (Rotate 90° right / Rotate 90° left, Rotate left or right by degree / Flip horizontally / Flip vertically)
5) Red Eye Removal
6) Resize (Predefined height and width, Custom height & width, Percentage of original height & Width)
7) Compress (three levels each compressing the photo more: Documents, Web Pages, and Email Messages

Take a look at GIMP (GNU Image Manipulation Program). It has a pretty
good set of image manipulation tools AND it is free.
There is even a version for Windoze (and MAC OS X).
