Bob de Kruyff recently noted that the function of the steering damper is to reduce shock loads on the steering gear box.

If it wasn't necessary I reckon the suspension / steering engineers / accountants wouldn't have installed it in the first place!

Just disconnect it at one end and work the rod as you would a shock. It should feel equal resistance in both directions throughout the range while horizontal. They fail mechanically inside where there is a slack before resistance or the road grit gets to the seals and visible leaks occur. I don't think you will be disappointed with the luxury feel of a fresh replacement if yours is tired. The same type was leaking on my Jeep XJ, I found the receipt and got a free replacement at Murrys. Very nice new car feel at 210,000.
