I've heard directly from Peter Huber. He confirmed with the torsion bars'
manufacturer that they are NOT pre-stressed. But they recommend that the
bars be permanently marked L and R to ensure that no one swaps their
positions during future maintenance. What that means to me is that they
will take a cold set (obviously -- that's what we see when the OEM bars
have a curve in them) which should not be reversed because of
distortion-caused fatigue. Obviously the manufacturer has far better
knowledge and experience than I to evaluate the pros and cons of
pre-stressing and he's the one putting his reputation on the line -- plus
backing them with a warranty. I'd use 'em if I needed them!

Sorry for any unnecessary consternation I may have caused anyone -- at
least you now know the facts. :-)
