Hello all,
I have two problems and they may be related???
I noticed from time to time when I come to a stop I smell fuel. It happens at other times but I always notice it the first stop after a partial fill up. Maybe 1/2 full tanks. I assume there is a leak in the tank vent hose or fill hose because the tanks were dropped and fuel lines where replaced less than 5 years. There is no leaking fuel on the ground. So, where should I start looking? Are there other places I should look?
Also, in the past few months, the engine started running on after I turn the ignition off. Are they related? Is there some type of vent recovery system that could be malfunctioning feeding vapors into the engine keeping it running.
BTW, I have a 1976 Eleganza II

Todd,
The first and easiest thing to check is the gas cap for proper sealing. The skirt on some caps is too long and will bottom out on the body preventing the rubber seal from contacting the lip of the fill tube. You can grind the skirt if it's too long or just get another cap.
I replaced my fuel lines 12 years ago with new Gates lines. Within a year the new Gates lines were cracked and I got to replace them again. No problems since. 5 year new fuel lines is no guaranty against cracking and seeping. Worth checking.
Others will have additional possible causes.

My PO had disconnected the fuel vapor cannister host from the carb. Maybe he plugged it originally but when I found it, it was open so the fuel vapor was ending up in the engine compartment. I replaced the fuel vapor separator, the charcoal cannister (old one had a broken fitting on top), and reconnected it the way it was supposed to be connected. Originally had lots of fuel vapor but now none. If that system is working correctly it is a closed system and no fuel odor should escape except through the carb.

The engine running on after being turned off is almost always due to the idle speed being too fast. This may be the idle speed adjustment itself, or it may be the throttle return springs (there should be 2) are either missing, damaged, or wrong for the vehicle, or the throttle cable may be rusty/sticking and keeping the throttle from closing all the way. Other possibilities could be ignition timing too advanced, or an engine running abnormally hot. A temporary workaround is to turn the key off while it is still in drive, and then go to park.

After reading about the gas cap skirt potentially being too long/deep, I looked closely at mine and found a couple of tangs that might cause a problem. Between the bench grinder and a file the tangs disappeared and the offensive odor seems to be gone. I'm a happy camper for sure. Thanks for the tip.

You can get a solinoid that bumps the idle up when the AC is on.
My grandfather had a 73 Cadilac 472 that had a factory one that did that and also closed the throttle completely when off. My uncle had a 69 that didnt have this and it had a run on problem.
