Finally figured out how my Switch Pitch control operates.

The toggle switch on the controller handles the Switch Pitch, rear position is high range, forward is low range.

The push button controls the forced downshift, just like pushing the gas pedal to the floor which is why my gas pedal switch was unhooked... the wires were rerouted to this pushbutton switch.
